Minneapolis mayor R.T. Rybak delivered his 2013 State of the City address at the Walker Art Center on Wednesday. Since Rybak is not seeking re-election, this was his final State of the City. In the speech, the mayor offers his vision for the city in 2025, 12 years after the conclusion of his own 12 years at the helm of the city.
