Gov. Mark Dayton has named Judge Carol Hooten to the state Court of Appeals.
Hooten, currently a district court judge in Scott County, replaces Judge David Minge, who is retiring.
According to Dayton's office, Hooten served as chair of the Children’s Justice Initiative, where she was responsible for implementing new "best practices" for handling child protection cases. Previously, she worked for two private law firms before starting her own firm, in which she represented clients in civil matters. She also worked as an arbitrator for the American Arbitration Association.
