Gov. Dayton 'very likely' to propose tax increase on top 2%

Reacting to Wednesday's budget forecast, Gov. Mark Dayton again made the case that taxes on the wealthiest Minnesotans — the top 2% of income earners — would need to go up to address long term state budget shortfalls.
